Monticello Public Schools Bargaining Principles
Reviewed by the Board of Education (May 5, 2025)
1. Improve Student Outcomes
The overarching interest of the School Board is to create the conditions for delivering academic excellence, social / emotional safety, and improved outcomes for all students. The District commits to maintain the areas in which our programs and student results are already strong. In those areas where our performance does not meet our expectations, the District must work with our employees to assure that our bargaining agreements foster significant improvement in student performance, especially in those academic content areas subject to statewide assessment and in graduation rates. The District is committed to demonstrating that appropriations are used to achieve the aforementioned goals in concrete and measurable ways.
2. Fair Compensation Within District Means
The District seeks to provide educational programs of recognized excellence. This goal requires the District to attract, train, and retain high quality employees and to compensate them appropriately. The District is committed to providing the best possible compensation for our employees within the limited means and finite budget provided by the federal government, the State of Minnesota, and local voters. Any increase in District revenues should be used to foster effective instruction and results for students.
3. Valuing Employees Every Day, Not Only in Negotiations
The District values all of our employees for the skills, talents, and abilities that they provide to our students each and every day. At the same time, the District recognizes that the period of open negotiations of a collective bargaining agreement can be challenging and, at times, frustrating. It is vital that all parties continuously recognize and reflect on the fact that proposals made during negotiations are not value statements from the District regarding individual employees or groups of employees. In the big picture, the District operates with limited and often finite revenue sources that are almost always beyond the District’s control. Thus, there is no such thing as a limitless budget in public education, and the role of the District in negotiations is to ensure sustainable budgeting and sustainable settlements.
4. Sustainable Budgeting and Sustainable Settlements
The District commitment to maintaining high quality programs and reasonable class sizes prohibits budget cuts or unsustainable funding sources be used to fund increased compensation. The District cannot increase the total cost of compensation at a rate that exceeds the rate of funding increases. Reducing programs, and the resulting negative impact on students and families, is not an acceptable or effective mechanism to employ for the purposes of funding bargained settlements.
5. Open and Honest Bargaining
The District is committed to open, honest, and transparent bargaining with our employees. To that end, we endeavor to provide complete and thorough information regarding the state of our budgetary capabilities. The District expects that the representatives of employee units participating in bargaining will provide accurate, unbiased, and timely information to their members.
6. Public Entitlement to Information
The decisions that are made in the bargaining context have major public policy implications. For this reason, the public is entitled to regular information on bargaining progress and the policy and financial implications of positions held by both parties. Under Minnesota statute, District negotiations sessions are open to the public. In addition, the District hereby provides notice that all materials exchanged between the parties will be shared with the public via the District website.

2025-27 Administrative Assistant Master Agreement
The Union provided the District with a Notice of Desire to Negotiate on February 28, 2025. On October 10, 2025, the Union agreed to a start date with the District in order to begin negotiations.
Administrative Assistant Negotiations: Meeting 1 (Dec 11 2025)
The parties met for approximately two (2) hours on Thursday, December 11, 2025 to begin negotiations on the 2025-27 Administrative Assistant master agreement. Following a brief discussion of negotiations norms and the District Bargaining Principles, the Union shared their initial proposal with the District, including a financial package totaling 13.95% over the two-year term. Following a caucus, the District reviewed the District's current financial status with the Union, and shared with the Union their current master agreement's cost as a percentage of the general fund along with the corresponding percentage dollar amount of new revenue the District is receiving from the State of Minnesota. Then, the District shared their initial proposal with the Union, including a financial package totaling 5.40% over the two-year term.

Administrative Assistant Negotiations: Meeting 2
The parties plan to meet on Wednesday, January 28, 2026 to continue negotiations on a 2025-27 master agreement.
2025-27 Custodial & Maintenance Master Agreement
The Union provided the District with a Notice of Desire to Negotiate on February 28, 2025. On August 18, 2025, the Union provided the District with a list of possible dates on which to begin negotiations.
Custodial & Maintenance Negotiations: Meeting 1 (Sept 15 2025)
The parties met for approximately one hour on Monday, September 15, 2025 to begin negotiations on the 2025-27 Custodial & Maintenance master agreement. The District reviewed District Bargaining Principles along with a list of proposed ground rules with the Union. The Union then shared their initial proposal with the District, including a financial package totaling 10.29% (without group health insurance calculations) over the two-year term.

The parties met for 8.5 hours on Wednesday, October 1, 2025 to begin negotiations on the 2025-27 EMM master agreement. After introductions, the District presented the Union with the District's Bargaining Principles followed by Negotiations Norms. The Union then shared their initial proposal with the District, including a financial package totaling 8.68% (District calculation) over the two-year term. Following a caucus, the District shared their initial proposal with the Union, including a financial package of 5.25% over the two-year term; the District presentation also included a comparison of the Union's current salary and benefits with "touch districts," as well as a presentation regarding the District's financial overview. EMM Negotiations: Meeting 2 (Oct 22 2025)
The parties met for one and one-half hours on Wednesday, October 22, 2025 to continue negotiations on the 2025-27 EMM master agreement. The District shared their third proposal with the Union, including a financial package of 5.25% over the two-year term. During a caucus, the Union notified the District that they would be unable to share a counterproposal that evening.

The Union presented their full and complete sixth proposal to the District; the proposal did not present an updated financial proposal. The District then responded to the Union's sixth proposal; as there was no updated financial proposal from the Union to respond to, the District proposal did not include a financial proposal.

Behavior Interventionists Negotiations: Mediation
The Union informed the District on Thursday, January 2, 2025 that they had filed for mediation. Initial mediation sessions will be held by each party independently, then joint mediation sessions will occur once satisfactory progress has been made towards a full and complete master agreement. The parties met for nearly eleven hours with a mediator on Thursday, April 17, 2025 to continue negotiations on the 2024-26 BI master agreement. The parties then met again for nearly eight hours with a mediator on Tuesday, June 10, 2025 to continue negotiations on the 2024-26 BI master agreement. The meeting on June 10, 2025 produced a tentative agreement. The tentative agreement was ratified by the Union on June 27, 2025. The tentative agreement is expected to go to the Board of Education for approval on July 21, 2025.

Negotiations Summary:
The Union and the District met jointly for nine sessions of negotiations (inclusive of two sessions of mediation) before a tentative agreement was reached on June 10, 2025. The Union voted on June 27, 2025 to ratify the tentative agreement, and the Board of Education approved the agreement at their regular meeting on Monday, July 21, 2025. The two-year agreement includes a financial package totaling 11.17% over the term of the agreement.

After a caucus, the Union requested two modifications to the District's proposal, increasing the District's financial proposal to 9.77%.
